Jakarta, 11 February 2026 — Arunala Institute, Rukun Senior Living, and CaritaHub Peduli Lansia have formally signed a Memorandum of Understanding (MoU) to collaborate in building Indonesia’s Integrated Elderly Care Ecosystem. The partnership marks a strategic milestone in responding to Indonesia’s rapidly ageing population and the urgent need for coordinated, system-level solutions.

Indonesia is entering a significant demographic transition. By 2025, more than 30 million Indonesians will be aged 60 and above, with projections reaching 48 million by 2035 — making Indonesia the fourth largest elderly population in Asia. Despite this growth, access to formal elderly care services remains limited to less than two percent of the population.

Recognizing the scale of the challenge, the three institutions have formed a research–care–technology collaboration designed to strengthen policy frameworks, improve service delivery, and accelerate digital innovation in elderly care.

A Three-Pillar Ecosystem Approach

The partnership integrates:

Research and Policy Leadership through Arunala Institute, a non-profit research foundation focused on evidence-based ageing policy and stakeholder engagement;
Care Operations and Real-World Implementation through Rukun Senior Living, Indonesia’s first integrated senior living facility operating a Continuing Care Retirement Community (CCRC) model; and
Digital Infrastructure and Scalable Technology through CaritaHub Peduli Lansia, powered by Weeswares, a proven senior care technology platform operating across active ageing centres in Singapore.
the collaboration seeks to bridge policy development, operational realities, and scalable digital solutions within a unified ecosystem.

Key Areas of Collaboration

Under the MoU, the partners will collaborate across six strategic areas:

Public communication and advocacy to raise national awareness on ageing issues;
Joint research and development of policy briefs and evidence-based insights;
Pilot projects integrating digital care technologies within operational care environments;
Capacity building programs for caregivers and community facilitators;
Development of an integrated “Elderly SuperApp” connecting health data, social engagement, volunteer matching, and public services;
Investment mobilization and exploration of sustainable business models for ageing innovation.

Toward a Sustainable Elderly Care Ecosystem

The MoU establishes a framework for collaboration, with specific initiatives to be implemented through subsequent cooperation agreements. Each party will bear its own costs unless otherwise agreed in binding project arrangements.

By integrating policy research, operational care environments, and digital infrastructure, the partnership aims to demonstrate scalable and investable models that can contribute to Indonesia’s long-term elderly care system reform.

As Indonesia moves toward its 2045 development vision, the partners affirm that strengthening elderly care is not only a social responsibility but a strategic national priority.
